If you’re a U.S. citizen aged 18 or older, you can volunteer for National Service: a non-combat military branch. You train, receive assignments, and work under military leadership. Your work includes construction, farming, infrastructure, cleanup, medical support, and needed office and leadership work.

Your pay starts at $30 an hour plus benefits for a 32-hour week. Your regular wages are taxable. Complete two consecutive years of qualifying work and receive a one-time $100,000 payment, tax-free, to use as you choose. You can leave early and forgo the payment, or keep serving after earning it.

While serving and deployed, you receive military support, including base accommodation, dining facilities, and military medical care. Those service benefits end when you leave. National Service alone does not earn continuing veterans’ benefits, veterans’ mortgages, or military retirement. Your Americare coverage continues. Benefits you earned through other military service remain yours.

Single parents have a remote-work provision. Most service work takes place at job sites. A two-year internship route for high-school graduates will let you explore different fields of work.

National Service wage grants will help essential small businesses pay their workers for up to five years during the transition. Where private businesses cannot provide an essential service, National Service can provide it.

National Service expands in stages. Deployments receive military supplies and support, including meal contracts with local farmers. After the 20-year build, the branch continues to handle infrastructure, disaster response, rebuilding, cleanup, and other public needs.

If you’re a U.S. citizen, Americare covers your healthcare, including dental, vision, and end-of-life care. Your medical professional decides what care you need. An insurance company does not get to deny it.

Your coverage includes you whether you work, serve in National Service, are disabled, or are retired. We will train more caregivers, modernize hospitals, and use existing military medical capacity to provide your care.

If your employer replaces you with artificial intelligence, it owes you five years of full pay. It must also pay the federal government a $25,000 fine for each displaced worker. The rollout includes workers already displaced by AI. Employers can rehire workers and scale back AI replacement.

AI data centers must pay for dedicated additional nuclear capacity in your region. They must protect your community’s water, power, and environment. Their added demand cannot consume the power capacity meant for residents.

Build 600 nuclear facilities over 20 years to power your home, American industry, and new fuel production. The region each facility serves owns it. Revenue from regional power generation helps fund public needs.

Build man-made diesel plants alongside the nuclear facilities. Use nuclear electricity and heat to make hydrogen from water, then combine it with captured carbon dioxide through chemical processing to produce diesel. Your trucks, tractors, and heavy equipment will still need diesel until better technologies can replace it.

Attach a carbon reclamation system to every nuclear facility. Use nuclear energy to pull carbon dioxide from the air and turn it into stable minerals for long-term storage.

Build facilities to prepare nuclear fuel for use here and export to allies. Adopt better energy technologies as they develop and update the law to use them.

If you’re immigrating, six new border entry towns will give you a place to live, work, learn English, and prepare for citizenship. You get an orderly process that treats you with dignity. American English becomes the country’s official language.

Within 14 days, you vote on whether the fighting continues. The result is binding. The government must disclose the facts and its intentions at least 72 hours before the vote. Military members vote too.

Repeated armed attacks must face public accountability, including attacks carried out without a formal war declaration. The 14-day war vote controls the decision to keep fighting.

Fully fund your public schools: teaching, meals, transportation, and higher teacher pay. National Service provides local preschool childcare.

If you attend a public college in your own state, the total cost of four years of attendance is capped at $60,000.

Your monthly rent is capped at 1.5% of the home’s purchase price. Rent increases are tied to the median wage from two years earlier. The cap is the most a landlord can charge.

Housing corporations can own up to 20 single-family homes and must sell homes above that limit. Apartment buildings are a separate category. If the required sell-off lowers your primary home’s value, banks must reduce your mortgage principal—the amount you still owe.

Amerify provides federal mortgage assistance and refinancing—replacing your existing mortgage with a new one—through Fannie Mae and Freddie Mac, the companies that support mortgage lending. If you’re making your payments, you can refinance after your home loses value without a credit-score or current-job requirement. Major shareholders absorb the losses. Your access to refinancing comes first.

Credit agencies must give you a detailed explanation of every factor in your credit score. When you report an error, they have 14 days to correct it.

If you manufacture products in America, grants and National Service workers help you upgrade equipment and reduce pollution. Build American industry while cleaning up the pollution that reaches your community.

Members of Congress and their families are banned from trading stocks. The federal government needs a direct national vote before putting money into the stock market. You take part in that decision.

Put artificial intelligence to work on your medical care, energy, and new technology, including physics research. Public investment supports that work.

Limit the computing capacity private owners can control and place the largest AI systems under public ownership. Require public safety reviews, hold executives responsible for harm, and restrict dangerous systems.

If you’re an American farmer, grants and National Service workers help you produce food. Work state by state with park rangers to clean up your public lands, national wildlands, and cities.

One person can control and use up to $1 billion in personal wealth. Assets and company shares above that limit are locked in a public trust, a fund holding those assets for public use. Borrow against those assets to help rebuild America.

Company leaders run their companies and compete to provide the services you want. Their companies can bid for public contracts. Their personal fortunes do not buy access to APP officials or control over your government. They have the same political standing as you: one voting citizen.

Companies that put more into their workers’ pay receive a lower corporate tax burden. Reward paying people and level the playing field.

Ban artificial intelligence from independently authorizing or carrying out offensive attacks. People must directly authorize physical and digital weapons before they attack a target or release a payload.

Ban AI in offensive weapons on American soil and in domestic policing. Automated defenses can intercept incoming foreign attacks.

Ban the federal government from using artificial intelligence to analyze your daily movements. Ban federal, state, and local law enforcement from operating facial-recognition networks, tracking identifying physical data, or continuously watching people in public spaces.

Companies cannot sell or operate those tracking systems for your local government.

Rank candidates in your order of preference in federal, state, and local elections. Cast your state and federal votes securely online or in person, and vote in secure online polls on major policies.

Elect your president by national popular vote. Replace the Electoral College so your vote counts directly toward the national result.

Set strict campaign spending limits. Ban hidden political funding and super PACs, the groups that raise unlimited money to influence elections. Ban elected officials and their families from trading stocks or accepting gifts while in office.

Raise representatives’ salaries at the end of the APP’s first term so more people can afford to serve. Your government should be open to people who work for a living.

Restore the Fairness Doctrine, the rule requiring broadcasters to present contrasting views on controversial public issues. You hear different sides of the argument.

Impose severe financial penalties on news networks that intentionally broadcast false information or manipulative propaganda. A news platform does not give anyone permission to lie to you.

Protect your ownership and repair rights. When you buy something, it belongs to you. You can repair it and keep control of it.

Rentals, leases, and subscriptions remain your choice under the terms you agree to. Buying a product means owning it.
